can't connect to web interface

can't connect to web interface hi, i have a ts-219p+ model and two 2tb harddisk. two hdd has bad sectors. When hdd connected to device, the device can not obtain ip adress from DHCP. When disconnect all disk from device, it can obtain ip adress from DHCP but this time i can not connect web interface. I wanna be sure that the only problem is hdd and device working correctly.
