Another cannot log on

Another cannot log on Hi team. Have read through the seamingly long term problem of logging into admin, has anyone actually got to the root of the problem. I have never used MSQL before, so today was the first time I turned it on, yes I ticked for TCP access, installed phpmyadmin and sure enough cannot log on #1045 Cannot log in to the MySQL server Reset the password, no dice.
